wow, replacing my grille yesterday, and realized there is a little meter that looks like an odometer on the shroud over the radiator that clocks hours on the engine. has something like 8500 hours on a motor with 94,000 miles on it. anyone else have one of these?

Police department installed it. IIRC, Ford says 1 hour of idling is worth 33 miles on the road. 280,500miles.
Being a K9 unit, it probably idled even MORE than a normal police car to keep the dog cool.

Average speed of about 11 miles per hour. Your car did a lot of idling. I would guess that if the police department was smart enough to add an hour meter, your car was probably serviced at the proper intervals.

Make sure to put money away for the timing chain tensioners and guides! Well on the other hand you have a 98 so should be good, the newer ones will break with those kind of hours like 00-03

The hour meter could be moved from vehicle to vehicle as well. It might have been turned over on another car and then they forgot to take it off of this one. The bottom line is that you can't say anything unless you get some information from the former owner.

Do you know how many years the car was in service?

As for the timing chains, I wouldn't be concerned if everything sounds alright. The '98s don't seemt to have much trouble with them, I owned one with 240k that ran great and had never been apart; the guy I sold it to is still running it.

That doesn't seem that high. I figure the 2006 E350 Ambulance I drive has 10,000 hrs on it. Its been in service for 17 months and has 60k.

10,000 * 33 + 60,000 = 390,000 miles - But thats a diesel. Those blocks can go up to a million miles no problem.

How many digits does the ODO have?
