I know this might have been discussed here before, but I need a precise answer to this question, so I will ask it now. I have a 2000 CV HPP, with the basic guage cluster (no digital). Is the odometer mechanical or electrical (as in how it gets turns, motor, or cable) If it is electrical, which wire on the cable loom controls it? If the signal were stopped on this wire, would it throw a code in the computer?

It's definately electrical, and it gets a signal from the VSS (Vehicle Speed Sensor) mounted in the transmission. On my 99, the signal from the VSS is on pin 16 of the connector on the back of the instrument panel. I'll capture and post the diagram for you when I get home tonight. Not sure about your year. I don't know if the PCM uses the VSS for anything other than the speedo, so maybe you'll have more things go wrong, other than a MIL light. Maybe one of the guru's will step in for that. You may get away with disconnecting the VSS, if it doesn't affect anything other than the speedo. Good Luck.

On OBD1 Fords, the VSS signal is used by the trans along with the output shaft signal (OSS) sensor, also on the trans. There is also a VSS fault code. Not sure about OBD2s as info is at work but I would say its probably same.
Symptoms of losing VSS signal is shift busyness on hills.

Here's the analog instrument cluster wiring for the 99. The 2000 hopefully, should be the same.

Be warned that disconnecting the odometer with the intent to defraud is a felony in most states and will land you in prison.

Key term - 'INTENT TO FRAUD'. If he's just changing it to digital, or to a new one, so long as he has a record of it, and shows on the title that true mileage is reflected (or keeps it as the original and can show it) then he should be MORE than fine.
That only applies if you are dropping a new one in to sell the car for more money, in other words, intending to commit fraud. It does not apply to your own cosmetic preferences.
