Lately my windshield wipers have been acting funny its like the only way I can get them to work is to play with the wiper/turn signal switch...can this be fixed or do i need a new steering column?

Most probably you need a new control switch. I've got a '93 Taurus that does the same thing. The switch can be changed without replacing the steering column.
