Ok, my boss has a 2001 police crown vic he bought from a local police dept with a bad motor. It had catastrophic engine failure. I pulled motor and installed a junkyard p71 motor with 71,000 miles. I got it all installed and it cranks over but wont start. It will however start when you spray starting fluid in the air tube.

It has no fuel pressure at the rail. We checked and swapped the fuel pump relays and still no fuel. We checked inechia switch and it didnt need reset. Any ideas here? Is the pump bad?

I just thought tonight that I dont have the ground strap that mount under the engine to frame on the car as yesterday I couldnt remember where it went for sure. Will that cause any issues? Anyone have any ideas?

Can I change the fuel pump without removing the tank? It has a full tank of gas and will suck to remove the whole tank.

Any help or ideas , I dont know what else to check now. Thanks

Are you getting a check engine light when you turn the key to "on"? Can you hear the fuel pump priming for a second or two after you turn the key to "on" as well?

dont seem to hear the fuel pump running. The car has sat with the bad motor for almost a year. Do the pumps just go bad while sitting? The car was running fine prior to sitting as it was running when the engine has the major problems.

Don't guess at the problem. Verify you have 12v at the relay socket, if so place a jumper in the relay socket and see if you get the pump to turn on. Look at the picture on the relay to determine the jumper position. 2 spots are for the relay coil, the other 2 are for the pump and one is a non used spot if I remember correctly. If pump still does not turn on, you will need to pull the tank to get at the connector to check for voltage.

Another way is you can cut the wires on the sending unit, and pull it out without removing the tank, check / replace the pump, then solder and shrink wrap the wires back together if you are ok with this method. Do not use a crimp butt connector even if it is the weather tight ones. They will internally corrode and you will be stranded at the worst possible time.

Sounds to me like you going to have to drop the tank and replace the pump. From what your describing,it defiantly sounds like a bad fuel pump.

Try resetting the fuel pump inertia switch, what the hell, you might get lucky. It's in the trunk over the left fenderwell.

Check your fuel pump fuse.

Are you sure the replacement motor is from a police car? In a 2001 there is no difference between the P71 and CVs or GMs. The PCM, however, is different and one difference is that the P71 PCM does not have PATS. If you installed the non P71 PCM you won't have fuel pressure unless you install the PATS system with it and have a PATS key.

NOte that there is fuel prime/test connector on the driver side wheel well for the fuel pump. It is that connector that has two wires connected to it and sits there looking really useless.

Is the check engine light "lighting up" when you turn the key on though? That is essential...
