I've serviced a 1998 Mercury Grand Marquis GS and its fan when its running while the a/c is running is not as loud as Crown Victoria police interceptor fan? Why is that? Do the CVPI have a different fan motor than civilian Crown Vics?

No real idea about the motor being different, but I'd bet the CVPI probably has a larger fan and/or a higher fan speed. Gotta move a lot of air to keep things cool when they spend hours on the highway idling in summer.

I'd find it hard to believe that the blower motors would be any different. But when we are talking about 12 year old cars, there are a lot of variables that could cause the blower motor to be louder.

Just throwing some out there:
-Aftermarket blower motor
-Extra sound deadening in MGM (I can't confirm this, purely speculation)
-Blower motor resistor differences
-Voltage drop across the circuit (added resistance or too small wire)
-Differences between years
-Vacuum/mechanical problems leading to improperly aligned vent doors
-If one was on max ac and the other wasn't

Just as an FYI, the (when the AC comes on) fans on my P74 2005, and CVPI 2007 sounded exactly the same.

well I guess I couldn't hear it much. But I did hear a louder electric cooling fan hum when the a/c is running on 1995 CVPI. It sounds just the same as a modern CVPI hum.

it seems there are two fan discussions going on in this thread - COOLING fan and the HVAC fan/blower.
A '98 Marquis has the same engine cooling fan, and HVAC blower, as a Police Interceptor of the same model year.

But, to answer your question, YES. 1995-1997 models have both a mechanical engine cooling fan AND an electric cooling fan mounted right in front of it. The electric is an auxiliary and is used when the A/C is on or if engine coolant temperature gets too high.

Well, I'm only talking about the electric A/C cooling fan placed in front of the engine. 1998 and newer were all electric as opposed to clutch fan. But these fans have a nice hum when the A/C is on \:\)
