I want to do the MZT mod with 04 CVPI zip tube. THe ziptube does not have a port on it to connect to this part, so unsure what it does, and what effects I will have by/when removing it.

The page you provided isn't loading for me, but most likely it was an intake silencer if you were putting it on your Town Car.

Is it a large plastic hollow thing by chance?

Yes, nothing connects to it. Seems silly... So if I remove it, the intake is louder? O_o?

A picture would help just to verify.

I think your intake might "hiss" slightly at full throttle. Or you can hear the "air" being sucked in just a tad more. I've never had a silencer in a car I was driving, and I removed the silencer in my Father's Honda. It isn't necessary.

But you have the two ports plugged into the rear of the 04 tube near the throttle body, right? The hard plastic tube that runs to the idle air controller, and the other flexible rubber tube that runs to the driver's side valve cover, correct? If so then I'm 99% certain that other device IS in fact the silencer I described.

It appears to be the resonator, there are 2 hanging off most newer civilian Panthers and they are just to quiet down the intake noise.

CVPI's do not have resonators.

It basically gets rid of that throaty intake sound by making a vacuum cushion of air inside that chamber.
