Sooooo the search didn't help... I replaced both shocks(Police spec) and springs(Moog) in my 99' CVPI, yet the drivers side rear is still sagging. The entire time I was installing I though I was fixing the problem but I was wrong and now I'm even more at a loss. I need your input gents!

It's probably the front springs. Your driver side front spring is probably bad and causing a tilt in the back.

would the front be leaning as well? I ask because the front looks leveled out and just the drivers side rear has the sag.

Measure the ride heights from the center of the rim to the edge of the fender/wheel opening. See what the measurements are at all 4 corners and go from there.

Your passenger rear is sitting low. You go to your front, realize the passenger front is low also b/c the spring's sagging, and that the driver's rear is high. This causes the back to look more uneven than the front (in some cases.)
