I found a brand new OEM clockspring on eBay, ordered it, and installed it today. My cruise control still doesn't work and my horn is still messing up. My horn will work continuously only when my car is turned off. When I turn the car on, the horn will honk once or twice then blow the fuse. WTF?

Probably nothing to do with your clock spring, sorry to say. Really try and check the wires going up to the steering column. This sounds like a simple short to ground somewhere, that's why you're blowing fuses. Check for any frayed or damaged wiring and repair it. It's the number one cause of a blown fuse, so give things a good check and you'll probably notice a wire rubbing on bare metal.

Have you checked the fuse for the cruise control, I can't remember if it's under the dash or in the engine bay. Either way check that out to see. A short to ground explains your problem, just look for some damaged wiring.

Because the cruise and horn are on the same circuit.

You have a short somewhere, you will need to isolate where it is and repair it. I am in the Dayton area, I may be able to help.

Maybe take a look at this thread,

It does sound like one of the two horn wires is pinched to ground if it's anything like the one I was working on. I almost missed finding the pinched wire in the above post because it really blended it with the surroundings inside the steering wheel.
