Hello CV.net! I've got a 1995 CVPI that is throwing a code. I can't find a code-tester that can be powered up by my OBD port. The port itself looks like an OBD-II port - I haven't checked pin 4 & 16 for power just yet; howerver, I'm not even sure if that's the proper place to check for power with this connector. I don't have any blown fuses that I know of. (I checked the lighter fuse, it's not blown.) I don't have any way to check the EEC relay, but I assume since the engine is running fine that it's okay?

Any suggestions?

okay, now that I know it's OBD-II - do you have any other suggestions as to what to trace down when the port isn't getting power on pins 4 & 16? I checked the power with my DVOM and I am not getting any power to the port. I assume that would explain why nobody can scan the car for codes.

Where should I be looking for possible issues? I tried to trace the wire to see where the harness runs to; however, it goes immediately into the dash and from there I pretty much lose it.

I have checked all of the fuses that are in the car and none of them look blown. (I haven't checked them with an ohm meter since I had no clue which to test.)

Any direction where to look?

Some 95 MY cars were equipped with an OBD-II port however not all functions were supported until 96 MY.

Check under your hood on the drivers side inner fender and look to see if you have the diagnostic port for pre OBD-II.

You dont need an ohm meter to check fuses you need a test light, hook it to a ground (door hinge) and touch both terminals of each fuse. Both sides light up=good, one side=bad, neither=no power.

Hmm. I have a 95 built 11/94 and OBD II code readers work just fine with it.

My '95 was not OBD II. Sometimes, I wish I kept it, didn't have to get it emissions inspected like my '98 and '03.

Well, when I went to get my emissions checked they tried to read the CEL code - no dice so they put it on the rollers. I looked around in the engine bay and I couldn't find another port anywhere. This car used to be a zoning car so I doubt they would be slicing up the wiring like some police departments do. (I wouldn't put it past them though.)

Any other ideas? I was hoping it was be as simple as having another connection somewhere.

BTW, I am 99% sure this is OBD-II since I looked and I have four O2 sensors.

I have to assume I possibly have a wiring gremlin, but where should I be looking? EEC relay, hidden fuse, run a new wire from the ECU, what should I do?

Hmmmm, you are correct you probably have an OBD-II because of the 4 O2 Sensors.
Looks like your gonna be chasing a gremlin an I'm not that great with wiring problems you might want to ask one of the electric guru's on here (ex: dRock) they could probably point you in the right direction.

Correction for mrbear3800:
not all 95 MY vehicles had OBD-II (a good bit of the market did not)
some of the ones that did, did not fully support all OBD-II functions
some of them had full OBD-II capabilities.
