I just picked up a 2003 crown vic P71 and I noticed that the brake lights dont come on. The small little one in the back window does but the big two dont. The back lights work when I turn them on. but when I hit the brakes, no brake lights. Any ideas? Thank you.

Check the fuses then the BOO switch.

CMHSL, that's a new one, I'm assuming that's Center Mount High Stop Light. It could also be the Multi-function switch, do your turn signals work correctly?

The CHMSL and the other brake lights have 2 different fuses.
When I went to get inspected this year I saw they were trying to figure out why my brake lights couldn't be seen(they wanted to charge me to replace all the light bulbs but the replacements didn't work either), but I could see my CHSML was going on.

Bulbs work, Both fuses that deal with the brakes are good. turn signals works. I found a old post bout the boo and I tried to put it in gear without pressing on the brake and it does not go in gear until I press on brake. Im confused.

Check the brake light wiring in the trunk and see if they're cut from a brake/reverse light flasher that's been removed.
