I have a 2007 p71 not equipped with cruise control. Months ago I bought a steering wheel that has the buttons but have yet to put it on because reading from here I need a dealer to activate it. When I got the wheel I only emailed two dealers asking if they'd swap the wheel and activate cruise control. Only one called me back saying, "Cruise Control costs THOUSANDS of dollars in parts. But we know a third party that installs aftermarket cruise control we can reference!" and thus I haven't bothered since but now want to try again as a brand new dealership opened.

First I think it would be best just to swap the wheel myself. Any visual instructions on how to do this on a 2005 and up would be appreciated but I know there are plently of instructions on this site already. What I'm mainly wondering is how to get a dealer to activate the cruise control.

If a dealer told you it "costs thousands" then they should be shut down. It takes maybe 30 minutes and about $100(minimum charge to hook your car to the computer).

On 2005+ once the steering wheel is replaced, it's just software. If the dealer didn't know that, run away from them fast.

Don't email them. Either call or better yet go in person. Then they can see your car and know what they have to do.

The hardest part about swapping a 2005+ steering wheel is removing the airbag the first time, annoying is the best way to describe it.
You can use a wheel off any 2005+ panther, I got one from a Town Car, nice soft leather and all the buttons.

I agree 100% on the airbag being a PITA. Biggest thing you need for that is patience. After you get the knack, it takes less than a minute. Then its just removing the bolt, and using a two jaw puller. Ford made some nice places to put it. I think there is one plug to remove.
Someone on here posted a nice writeup, or it may have been a service manual download. I taped it to my windshield when I removed my '06's wheel for the clockspring.

Thanks for the replies. I know that it is just a computer thing after the steering wheel goes on. This thread mentions instructions for the Ford dealers that you can print out? But don't know if the site is still around.

I agree with all previous posts. I also have a 2007 P71. Former Border Patrol Supervisors car that did not have cruise. Your P71 DOES have all internal components and programming to use cruise. Software just needs to be enabled. Software is proprietary and you must get a Ford dealer to enable it. I had all major Ford dealers in my area refuse to even consider it. All want to charge me thousands as well. Call around to more rural dealers. I bought a wheel with switches, had a local NAPA mechanic pull the old and put on the new. I found a rural Ford dealer who said YES and that he would charge me 1 hour labor to do it. I drove over and it took them all of 10 minutes and the car sat in the bay for 9 of those 10 minutes. It took me longer to pay the cashier! Just keep looking to the rural Ford dealers. One will do it for you quickly if the wheel with switches is already in place.

I just took my company 2011 CVPI to a local Ford dealership here in central Florida to have the cruise control "tuned on". My personal vehicle, a 2009 SAP CVPI has cruise and I recently replaced the steering wheel with a leather wrapped one and figured I would put the old wheel on my agency CVPI. After spending an hour with the vehicle, the service manager advised me the PCM would lock them out when they tried several times to hook it up to the IDS and turn on speed control. Fortunately they did not charge me anything for their time.

Any Ford Tech's out there have a similar experience? Maybe there was a solution that the tech working on this project was unaware of ??

Does anyone have any suggestions? Will a PCM swap from a CVPI vehicle equipped with cruise work, FORscan??

Hate to think that I swapped the wheel for nothing....

I really dont understand these dealers that cant figure out how to perform such a simple thing.

the above instructions are correct, all you are doing is saying cruise control is present and re-flashing the PCM. I have done it for people with my personal IDS tool in the mcdonalds parking lot on a cell phone connection.

If this dealer cant figure it out, I recommend finding a different dealer or somebody that has an IDS tool.
