Side view mirrors on a 02 MGM I want to paint the plastic covers that face the front of the car. Do the covers just pop off?

They do. However, if you try to just pry them off, you will likely damage them. You really need to push them off from inside the mirror housing by releasing the tabs that slot into the housing. You might be able to do this without first removing the glass if you have a long and thin pry tool, but it might be easier to remove the glass first.

Can be easily popped off with a flat head screwdriver by pushing the glass over as far as it will go.
