Steering still stiff, whats next?

I replace the PS Pump and the steering is still as stiff as before. The fluid is topped off and I bled the system also, so what next should I do to find issue and get steering back to normal. Thanks for any advice

Check the intermediate and lower steering shaft u-joints. These are a common issue.

How do I check them? Should I spray with PB Blaster and attempt to manually by hand turn them left/right?

I just bought another panther. A 04 Mercury Grand Marquis. The steering was so stiff you could hardly turn the steering wheel. I sprayed some PB blaster on the steering shafts and now the steering is back to normal.
Its only a temporary fix. My rusted steering shafts got to go. I will be ordering new Motorcraft steering shafts (upper and lower) from Tasca. All together you're looking at about 200$.
The bearing in the steering shaft which is also another item you could remove and replace easily when the steering shafts are out has unfortunately been discontinued. You can look on ebay. Seen a few OEM bearings on ebay.

My steering is still stiff, when I turn the steering wheel there is a whine noise coming from the steering mechanism thats behind the brake pedal inside car, any ideas what to do? I sprayed steering shaft under hood with pb blaster and the fluid is topped off.

Did you ever resolve this?
I have a mechanic do most of the work on my 04 TC. I just do the tinkering like air box and tune, switches, minor stuff.
When I got it that he thought the rack and pinion unit was not in great shape but to drive it until it was giving me grief. It took almost two years but my steering shafts were rusted and the unit was sluggish. I just had him use a motorcraft reman unit, new shaft and heck, while it was all apart, I told him to put a new pump on it for luck. What's another Franklin while he's at it?
Drives like a dream again.

I too had a stiff intermittent steering at certain clock points on the rotation, stiffer at lower speeds. Like a dummy I changed the power steering pump... cheap but a pain in the butt to do.
No change, so I got on line and learned it was rusted lower u joints in the lower steering column. So I ordered one, again for cheap, and went to put it in today. But right before I did, I thought... hmmmm spray the thing with PB blaster if its creaky and rusty.
So I did, drives as smooth as butter now. Then I come here to find this thread and the secret was there all along if I'd only looked.
The column swap is easy... but not as easy as squirts of pbblaster, which I'll continue to do until it doesn't work anymore.

Just did the shafts on my 2nd panther. It was the worse I have ever seen. The steering wheel wouldn't even move so I had to get the car towed home after I bought it because the shafts were completely rusted. Here is the picture of new and old shafts side by side: https://ibb.co/s2H7xnj

Yeah those are MUCH worse than what I saw on mine.
Here in Utah we don't have to worry much about that kind of rust, but the car I bought came from Northern Idaho.

Mines a 99 but I find I have to spray some pb blast on the spot where the steer shafts goes through the fire wall every 3-4 months or else its get stiff.

Try some white lithium spray next time. It'll last longer. I also use it on my squeaky hood latch, but have to do it twice a year. For pennies, who cares?

PBlaster is more of a solvent than a lubricant. I did just as DMblanch said...when I first got my '04, once the PB loosened up the joints, I doused them with white lithium and the stiffness hasn't returned.
