I'm guessing that if you look, you'll find the inner wheelhouse has a crease in it, facing down toward the tire. A competent body shop (meaning and old guy who still knows how to use hammers properly) could bump that back into shape, and it'd bring the fender with it. Could even try it yourself with a sledge if you're feeling drunk. But they'll probably write the estimate for a "new" wheelhouse and quarter panel.
