Spotted this beauty a couple of blocks from my work, in the heart of the Mission District. You only see SFPD Vics in the Mission or the TL (Tenderloin). That's some impressive brake dust buildup up front.

Like you, I doubt that's a real in-service car, but those are exactly Tuscon's graphics from the time. But what is it up to? It's a very odd whacker, to be sure, absolutely ripe for getting pulled over, very well taken care of with the weirdest wheels in the world. Not a movie car, to be sure. Wheels are super important on movie cars and no producer would ever stand for chrome spoked whitewalls on an Oreo. They always wanted black painted dog dishes. Very few of our Oreo's even have cages. We take them out to make rear seat shooting easier. I think what it is is a START program training car. Start Program Safe Teen Accident Reduction Training

Agreed, totally illegal. They are identifying themselves as "Police". You can even get hassled for the "POLICE INTERCEPTOR" emblem on the rear panel.
But that would have been a good car to use for the traffic stop of Cheech & Chong in their first movie. Then drive away with some low rider maneuvers, lol!

I think its an old car, that Tuscon PD would have sold off, but they diverted it to start and gussied it up so it didn't look like crap for the teens. So still doing service, after a fashion

Cleveland PD still has some in service, passed one yesterday. No pic, just a worn-looking Oreo.
